Nuclear Restaurants

I suppose we are most afraid of a nuclear bombing ever happening, but before that, we have something else to take note of. Apparently North Korean restaurants have been springing up around Asia in order to raise money for their regime. According to
http://www.theguardian.com/world/2014/jun/26/north-korean-restaurants-springing-up-around-asia-to-raise-money-for-regime, the money is used to prop up the state that has been accused of grave human rights abuses against its people. According to a North Korean expert and author, the money could be channelled to raise foreign exchange, to finance its activities and to launder money. Will this discourage the people to visit such restaurants? Should these restaurants be allowed to open?
